Ensure that the dongle is inserted into the printer port - it can be inserted into a COM port by mistake.
I have a dongle inserted into the printer port of my PC but Stingray cannot detect it? I am using an HP Laser Jet not printer.
There are known problems with the HP-5L Laser Jet printer. To resolve the problems:
Set the LPT-1 communication mode of the PC to normal/compatible in the PC BIOS.
Restart Windows and run the HP-5L set-up for the drivers.
Select custom set-up and select PCL driver. Do not accept the Host driver. (When you install the software for the HP-5L you can choose two drivers Host based or PCL. The host-based driver uses the PC to process print data)

This problem occurs if a user without administrative rights installed Stingray on an NT/2000/XP system. There are 2 solutions to this problem:
Uninstall Stingray and log-on to Windows as the administrator. Repeat the installation process.
Log-on as administrator, check that the file softlok.sys exists in the system32\drivers subdirectory. Run the following command from the Stingray sub-directory to add the necessary registry settings: regini softlok.ini
(The file softlok.ini details the registry additions.)
In either case you should reboot the machine to start the new service. Stingray will then detect a correctly inserted dongle.
